Toruń County Office

The new Toruń County Office is a headquarters befitting a modern local government, guided by values such as openness to the needs of various groups of residents, the protection and strengthening of local identity, and care for the natural environment.

The designed building marks the beginning of spatial order in a setting that lacks a cohesive urban fabric. The central point of the County Office is a green courtyard, formed by two wings of the building and enclosed by the mass of a multi-level car park.
By raising part of the building above ground level, the courtyard space flows into the entrance square. The covered arcade created beneath houses a café and an outdoor gym.
The proposed layout of the building conveys a sense of openness and spatial continuity. In place of traditional corridors, vibrant communal zones have been designed, offering views of greenery and — through skylights — of the sky above. Openings in the ceiling and open stairwells provides visual connections between the ground and upper floor levels.

The front elevation, with its orderly divisions and regular composition, expresses an idea of stability and order. The material chosen — ceramic blocks in a russet-brown tone — allows the façade to reference the brick traditionally used in the region.
On the courtyard side, the County Office takes on a different character. Timber elevations in their natural color, with generous openings onto the greenery, create a space that feels less formal and more welcoming — both for visitors coming to handle official matters and for the employees.
